CMTC camps differed from\u003c\/span\u003e\u003cspan\u003e \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/United_States_National_Guard\"\u003eNational Guard\u003c\/a\u003e\u003c\/span\u003e\u003cspan\u003e and \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/United_States_Army_Reserve\"\u003eOrganized Reserve\u003c\/a\u003e training in that the program allowed young male citizens age 17-24 to obtain basic military training without incurring an obligation to be called up for active duty. The CMTC were authorized by the \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/National_Defense_Act_of_1920\"\u003eNational Defense Act of 1920\u003c\/a\u003e as part of a compromise that rejected \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Conscription\"\u003euniversal military training\u003c\/a\u003e. The young men received transportation, food, quarters, uniforms and equipment completely free. In its nearly two decades of operation, the CMTC trained some 400,000 men in at least one season from 1921 to 1940. Overall the program was disappointing, as only 5,000 officer commissions were awarded to men who completed the required four summers of training.\u003c\/span\u003e\u003c\/p\u003e\n\u003cp\u003e\u003cspan\u003eBefore the United States entered World War I, private citizens of the \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Preparedness_Movement\"\u003ePreparedness Movement\u003c\/a\u003e set up what were known as the \"Plattsburg camps\" to build a reserve of qualified men.
